Most lists of identity and access management tools mix products that do different jobs, which makes them hard to use. This guide from IAM Careers groups ten widely used tools by the job they do, shows what each is typically bought for, and explains how to choose and how to learn one. It is a grouped overview, not a ranking, because no honest ranking exists across categories.
Quick answer: Ten widely used IAM tools, grouped by job: governance (SailPoint, Saviynt, One Identity), access management (Okta, Microsoft Entra ID, Ping Identity), privileged access (CyberArk, BeyondTrust, Delinea) and open-source identity (Keycloak). Pick by the problem you must solve first, not by a single "best" list, and expect most enterprises to run tools from more than one group.
What Are Identity and Access Management Tools?
Identity and access management (IAM) tools are software platforms that decide who a person or system is, what they can reach, and whether that access is still justified. Different products handle sign-in, access approval and review, or control of powerful administrator accounts, so "IAM tool" is a family of categories rather than one product.
That is why a search for the "best" tool returns such mixed results. Okta and SailPoint both appear on almost every list, yet one mainly handles how users sign in while the other mainly handles who should have access and proof that it was reviewed. Our explainer on IAM, IGA and PAM covers the definitions in depth; this page focuses on the products.
What Are the Four Main Categories of IAM Tools?
The four main categories are identity governance and administration (IGA), access management (sign-in, single sign-on and multi-factor authentication), privileged access management (PAM), and customer identity and access management (CIAM). Each answers a different question, and most large organisations need at least the first three.
| Category | Question it answers | Example tools in this guide |
|---|---|---|
| IGA (governance) | Who should have access, and has it been reviewed? | SailPoint, Saviynt, One Identity |
| Access management | Who is signing in, and how strongly are they verified? | Okta, Microsoft Entra ID, Ping Identity |
| PAM (privileged access) | Who can use administrator-level access, and is it recorded? | CyberArk, BeyondTrust, Delinea |
| CIAM (customer identity) | How do customers register and sign in to our product? | Keycloak (open source) and several of the access tools above |
Which Are the Top 10 Identity and Access Management Tools in 2026?
Ten widely used tools, grouped by category: SailPoint, Saviynt and One Identity for governance; Okta, Microsoft Entra ID and Ping Identity for access management; CyberArk, BeyondTrust and Delinea for privileged access; and Keycloak as an open-source option. The order implies no ranking.
| # | Tool | Category | Typically bought for |
|---|---|---|---|
| 1 | SailPoint (IdentityIQ and Identity Security Cloud) | IGA | Joiner-mover-leaver automation, access requests, access reviews and segregation-of-duties checks at enterprise scale |
| 2 | Saviynt | IGA, converged with PAM and application governance | Cloud-first governance that also covers privileged and application access in one platform |
| 3 | One Identity (Identity Manager) | IGA | Governance deployed on-premises, hybrid or as a service, often alongside its other identity products |
| 4 | Okta | Access management | Single sign-on, multi-factor authentication and lifecycle for workforce and customer apps |
| 5 | Microsoft Entra ID | Access management | Sign-in and conditional access for organisations already built on Microsoft 365 and Azure |
| 6 | Ping Identity | Access management | Federation, single sign-on and authentication for large, complex and hybrid estates |
| 7 | CyberArk | PAM | Vaulting and session control for administrator, service and machine credentials |
| 8 | BeyondTrust | PAM | Privileged access and remote access control for servers, endpoints and vendors |
| 9 | Delinea | PAM | Privileged access and secrets management with a focus on mid-market and enterprise rollout speed |
| 10 | Keycloak | Open-source access and CIAM | Self-hosted single sign-on and user management where licence cost or control matters |
The "typically bought for" column summarises how each vendor positions the product and how practitioners usually deploy it; confirm current features on each vendor's own site before shortlisting. If you are weighing governance against sign-in, our comparisons of SailPoint vs Okta, SailPoint vs Microsoft Entra and SailPoint vs Saviynt go into the trade-offs, and SailPoint vs CyberArk explains why governance and privileged access are complements, not substitutes.
What Do Analyst Rankings Say About These Tools?
Vendors announced Leader placements in Gartner's 2025 Magic Quadrants: Ping Identity said it was named a Leader in Access Management for the ninth year in a row, and CyberArk, BeyondTrust and Delinea each announced Leader placement in Privileged Access Management in October 2025. These are vendor announcements, so verify them against the Gartner report itself.
Ping Identity's page cites the Gartner Access Management report as published on 11 November 2025 and states it is "named a Leader for the ninth year in a row" (retrieved 22 October 2026). CyberArk's press release was issued on 14 October 2025 via Business Wire, and BeyondTrust published its own announcement for the same report. We did not retrieve the current Gartner Identity Governance and Administration report, so we make no governance placement claims here.
Use analyst placement as a shortlist filter, not a decision. A Leader label says a vendor is strong across a broad market; it does not say the product fits your directory, your applications or your team's skills.
How Much Do IAM Tools Cost?
Access management tools often publish per-user prices, while governance and privileged access tools are usually quoted by sales. According to Lumos, Okta Workforce Identity starts at $6 per user per month (Starter) and $17 (Essentials), and OneLogin at $3 to $10, while SailPoint, Saviynt and Omada publish no public pricing.
Those figures come from a Lumos buyer's guide retrieved on 22 October 2026. Lumos sells a competing product and ranks itself first, so treat the guide as a pricing snapshot, not neutral advice, and note that list prices rarely match what large buyers pay. Governance and privileged access cost is driven by identity count, modules, integrations and implementation effort, which is why implementation partners matter as much as licences.
Are There Free or Open-Source IAM Tools?
Yes. Keycloak is a widely used open-source identity and access management server that provides single sign-on, user federation and standard protocols without a licence fee. Free does not mean cost-free: you still pay for hosting, upgrades, security patching and the engineers who run it.
Open source suits teams with strong engineering capacity and a need for control, such as product companies building customer sign-in. It is a weaker fit where an auditor expects packaged access reviews and segregation-of-duties reporting, which is what commercial governance platforms provide. Free tiers from commercial vendors also exist, but check their user, feature and support limits before relying on them.

How Do You Choose an IAM Tool?
Start with the problem, not the vendor: name the first risk you must reduce, such as slow leaver removal, weak sign-in or unmanaged administrator accounts, then pick the category that addresses it. Shortlist two or three tools in that category, test them against your own applications, and compare total cost, not licence price alone.
- Define the first problem. Leavers keeping access points to governance; phishing and password reuse point to access management; shared admin passwords point to PAM.
- Inventory your sources. List your HR system, directories and the applications that matter most, because integration depth decides effort and cost.
- Check deployment fit. Cloud, on-premises or hybrid, and whether your regulator or parent company restricts where identity data sits.
- Test with real data. Run a proof of value on two or three of your own applications, not a vendor's demo data.
- Cost the whole programme. Add implementation partners, connectors, training and the people to run it after go-live.
If you are still scoping the programme itself, read our guide to building an IAM strategy, and use the IAM risk assessment checklist to decide which gap to close first. For workforce-specific context, see workforce identity and access management explained.
What Changes for IAM Tools in 2026 With AI Agents?
In 2026, IAM tools are being judged on how well they govern non-human identities such as service accounts, API keys and AI agents, not only employees. Buyer checklists now ask whether a tool covers non-human identities, just-in-time privileges and entitlement-level audit data, so check these before you shortlist.
The Lumos guide lists non-human identity coverage and just-in-time or time-bound access among its selection criteria, which reflects what buyers are asking vendors in late 2026. The underlying discipline does not change: every identity, human or machine, needs an owner, a purpose and a review date. Practitioners who understand governance fundamentals can transfer them to any platform.
Which IAM Tool Should You Learn for a Career?
For a long-term identity career, learn the governance concepts first, because they transfer across products. SailPoint is a common starting point for governance roles, and IAM Careers teaches SailPoint IdentityIQ (Rs. 25,000) and Identity Security Cloud (Rs. 27,000) as 45-day live online programs. Sign-in and privileged access skills can be added later.
Governance concepts such as correlation, lifecycle events, role-based access and certification appear in every IGA product, so learning them once helps you read any vendor's documentation. The 15-module IIQ curriculum includes Application Onboarding, Role Management, Policy Management, Access Certification and Lifecycle Events, taught through guided hands-on practice with trainer-led live demonstrations. Classes are live and recorded, with a maximum of 15 learners per batch, and we provide placement assistance, never guarantees.
For the hiring picture, see our IAM jobs in 2026 guide and the IAM career paths page, and read SailPoint IIQ vs ISC to choose a track. Regulators also drive demand: in the US, Sarbanes-Oxley access controls, and in the UK, UK GDPR security duties, both push firms towards governance tooling. If you want to see the platform before deciding, the live online SailPoint IIQ training program starts with a free demo.
